The position is responsible for long-term planning, infrastructure, enterprise systems, data services, staff leadership, budgeting, vendor coordination, and compliance. In partnership with district and school leaders, the Director ensures technology systems and services are dependable, secure, effective, and aligned to the needs of students and staff. Minimum Required Qualifications To be considered for this position, candidates must possess the following required education, skills, experience, and/or qualifications. Employees are responsible for obtaining and maintaining all current statutory and administrative rule requirements applicable to the position. Education/Training: Bachelor's degree in Computer Science, Information Systems, Educational Technology, or a related field from an accredited college or university required. Experience: Minimum of five (5) years of successful leadership or administrative experience involving network systems, information systems, or electronic data systems, preferably in an educational environment. Demonstrated experience leading technology planning, supervising systems and services, and supporting operations in a complex organization, preferably in a K-12 district. Demonstrated ability to lead personnel, oversee budgets and projects, and communicate effectively with a broad range of stakeholders. Desired Qualifications It is desired that the successful candidate possesses the following additional skills, experience, certifications, and qualifications. These are preferred and are not required for consideration. Master's degree or other advanced degree in a technology-related field Illinois Professional Educator License (PEL) with appropriate administrative endorsement General Administrative endorsement, Principal endorsement, or similar administrative credential Illinois Qualified Evaluator certification Educational Technology Leader Certification (CETL or comparable) Supervisory experience overseeing professional and support personnel Experience delivering training in administrative and instructional applications of technology Progressive experience with education-related technology systems and tools Experience collaborating with diverse internal and external stakeholders Experience in business administration, management, transportation, logistics, or related operational functions Strong writing, speaking, presentation, analytical, and relationship-building skills Essential Duties and Responsibilities* Leadership, Strategy, and Planning Set and advance the district's vision for technology and create a long-range plan aligned with district priorities, instructional objectives, and operational needs. Guide districtwide technology planning, prioritization, and progress review in collaboration with district and building leaders, teachers, and staff. Ensure department work supports the Superintendent's strategic priorities and promotes efficient and effective use of district resources. Review emerging technologies, industry developments, and best practices, and recommend practical solutions that are sustainable and cost-conscious. Stay informed on current research, trends, legal obligations, and important developments in educational and operational technology through continued professional learning. Infrastructure, Systems, and Technology Operations Lead the planning, implementation, administration, maintenance, protection, and ongoing improvement of district technology systems and services, including infrastructure, networks, servers, storage, backup, disaster recovery, cybersecurity, communications systems, device management, and related services. Ensure district technology resources remain available, stable, secure, and high-performing for approved users. Evaluate district technology needs; recommend improvements, replacement cycles, and enhancements; and oversee purchasing, rollout, and lifecycle management of technology assets. Maintain and improve current systems while leading upgrades, replacements, and new technology implementations as needed. Develop and maintain standards, procedures, and practices that support the quality, security, and reliability of district technology resources. Enterprise Applications, Data, and Reporting Oversee the selection, implementation, operation, and refinement of the district's student information systems, data platforms, and other enterprise applications that support student, financial, human resources, and operational functions. Provide leadership for effective use of business intelligence and administrative technology systems throughout district operations. Build and maintain systems and processes for data collection, integration, dashboards, reporting, governance, and analysis in support of compliance, planning, organizational effectiveness, and informed decision-making. Establish, review, and communicate meaningful performance indicators for technology systems and services. Instructional Technology and User Capacity Support effective use of technology in teaching and learning in partnership with instructional leaders and staff. Encourage innovative and purposeful uses of technology that strengthen instruction, communication, collaboration, and student learning. Promote fair and appropriate access to digital tools and resources for both students and staff. Provide and support professional learning that strengthens staff use of technology for administrative and instructional purposes. Compliance, Privacy, and Cybersecurity Work with administrators and staff to create, implement, and uphold policies, procedures, and standards for the safe, lawful, ethical, and effective use of technology. Ensure compliance with applicable federal and state laws, regulations, and district expectations related to privacy, data security, accessibility, copyright, cybersecurity, and CIPA. Lead district work related to cybersecurity readiness, incident response, risk reduction, disaster recovery, continuity planning, and user awareness of secure technology practices. Ensure appropriate digital safety practices, content filtering, device management, and acceptable-use expectations for student and staff technology resources. Department Leadership and Personnel Management Oversee the daily work of the technology department, including workflow, priorities, service expectations, issue resolution, preventive maintenance, and staff assignments. Recruit, supervise, support, develop, and evaluate department staff to promote strong performance, accountability, responsiveness, and customer service. Foster a collaborative, professional, and service-focused team culture built on trust, communication, coaching, and continuous improvement. Provide leadership, guidance, and support to technology staff and managers while encouraging continued professional growth. Budgeting, Procurement, and Vendor Management Develop and manage the technology department budget, including short- and long-term planning for staffing, systems, hardware, software, services, and infrastructure. Guide purchasing decisions, assess value and return on investment, and lead procurement efforts for technology systems and services, including requirements development, vendor review, contract negotiation, implementation oversight, and ongoing performance monitoring. Lead or assist with the district's participation in E-Rate and other qualifying technology funding opportunities in partnership with business and finance staff. Establish and maintain productive working relationships with vendors, consultants, service providers, and educational partners that support district technology initiatives. Recommend and coordinate the replacement and responsible disposition of outdated equipment and technology resources. Collaboration, Communication, and District Support Develop strong working relationships with district leadership, principals, teachers, support staff, students, families, and external partners to understand needs and support district goals. Work with operations, facilities, safety, instructional, and student services leaders on capital projects, physical security systems, assistive technologies, and other cross-functional initiatives. Communicate technology plans, priorities, updates, and concerns clearly to stakeholders. Attend Board of Education meetings and provide information, recommendations, and support on district technology matters as requested by the Superintendent. Serve as the district's liaison with outside organizations, vendors, and educational partners that support technology initiatives. Other Duties Perform other related duties as assigned in support of the efficient and effective operation of the district. Performance Evaluation / Accountability Performance in this role will be evaluated in accordance with the provisions of the Proviso Township High Schools District 209 Board policy governing personnel evaluation. All evaluations shall be conducted in compliance with applicable state and federal law. Supervises This position supervises technology department personnel, which may include managers, specialists, support staff, and other assigned employees, as well as contracted vendors and service providers supporting district technology operations. Position Goals Each year, the Director of Technology, in consultation with the Superintendent or designee, shall establish goals for the coming year, which will be incorporated into the annual evaluation. If agreement cannot be reached among the Director of Technology, the Superintendent, and/or the Board regarding the goals to be included, the Superintendent shall determine the goals.
