POSITION OBJECTIVES

The K-12 School Counselor is the administrator responsible for the high school guidance and counseling program including: student academic advising, consultation, and coordination; personal counseling and referral; college and career advising; management of student academic records; the guidance curriculum; and counselor professional development.

ESSENTIAL DUTIES AND RESPONSIBILITIES

SCHOOL COUNSELING PROGRAM MANAGEMENT

Prepares and administers the School Counseling budget

Assumes responsibility for own professional development; for keeping current with the literature, new research findings, and improved techniques

Collaborates with administrators, department heads, teachers, and other school personnel to share information about and understanding of students

Establishes effective liaison with the various offices and agencies within the school and community that may provide specialized or professional help to students and their parents, serves on appropriate advisory committees, and acts as the referral agent to these offices and agencies

Develops and coordinates school counseling program (curriculum) activities such as Program of Studies4-year planning meetings with freshman, career planning classes with sophomores, college planning classes with juniors and seniors, VSAC Financial Aid Night, Senior College Night for Parents, College Information Night for juniors and their parents, Curriculum Orientation Night for the Parents of Incoming Freshmen and New Students, etc.

Prepares daily announcements, local newspaper notices and reminders to students and teachers concerning standardized testing, scheduling, and other guidance and counseling related events and deadlines

Acts as the liaison for the Northern Vermont University Upward Bound Program

Coordinates with area middle schools for the smooth transition of students to the High School

Oversees the determination of nominations and recipients for awards and scholarships given by outside organizations but chosen by the school

Assists in identifying and nominating CSD students for a wide variety of local, regional, and national scholarship and financial opportunities

New Hampshire Gear Up Coordinator for Stewartstown, NH Tuition Students

Coordinates with administration academic student enrichment experiences (i.e., Governor's Institute)

Aids in planning for motivational speakers for entire school to help meet student needs in the area of self-esteem, bullying, safety, etc.

TESTING

Coordinates the administration of (and proctors) the PSAT/NMSQT, ACT, and SAT, etc. assessments

Coordinates the administration of (and proctors) and prepares annual reports on the Advanced Placement examinations, local and state assessments, MAP, SBAC, etc.

Coordinates ASVAB activities including testing and reviewing results with students for career planning.

CAREER AND TECHNICAL EDUCATION

Acts as the liaison between the high school and technical centers for students

Ability to plan, implement and evaluate work-based learning programs

Provide individual student support services and facilitate development of activities related to career awareness, exploration, and preparation

Match and place students to appropriate work-based learning activities, ensure necessary accommodations and equitable access in order to meet students' unique learning needs

Evaluate student progress by collecting and sharing feedback from work-based mentor on student performance in order to address deficient areas

Develop formal work-based learning plans for students in partnership with the student, family, academic teachers and special educators (as applicable), and work site supervisor

Maintain program regulatory compliance with local, state, and federal wage, hour, and safety laws, especially those related to child labor, training, and risk management policies

Maintain database of students, industry recognized credentials (keeping copies of certifications on file), career/college activities after high school for state reporting (VT and NH)

Interface with post-secondary institutions to coordinate programs, develop articulation agreements, implement dual credit opportunities and expand the opportunities for all learners to access appropriate learning opportunities

Consult with teachers, administrators, local advisory committee members, industrial leaders and other groups to determine program effectiveness, changing needs, and projected needs

Coordinates public relations activities for the CTE Center; including news releases, media presentations, open houses, and other special events

PERSONALIZED LEARNING PLANS

Schedule time with students, parents, teachers and/or administrators to identify individual student career interests.

Establish and maintain Personalized Learning Plan forms for all students in grades 7-12 and work with students to identify proper course sequence.

COURSE SELECTION AND SCHEDULING

Administers registration and scheduling procedures for all new students

Organizes and administers annual course orientation, selection, and scheduling for current students

Coordinates the curriculum orientation, course selection, and visitations of 8th graders to the high school

Organizes and implements schedule change procedures for students, including schedule change arenas

Assists the Principal in the development of the master course schedule

Coordinates the opening of school procedures relating to student schedules

STUDENT GRADING

Coordinates off-campus learning activities and teacher of record for NEKLS, VHA, Middlebury College, Dual-Enrollment, BYU, Running Start, VLACs, etc.

Coordinates the scheduling, processing, and mailing of academic grading - report cards, mid-term progress reports, annual transcripts and/or transcript requests

Oversees the evaluation and interpretation of the educational progress of students

Prepares the quarterly honor roll

Assures that seniors who receive diplomas have, in fact, met CSD graduation requirements, and coordinates the preparation of student diplomas

STUDENT INFORMATION MANAGEMENT

Oversees the collection, maintenance, release, and destruction of student education records in accordance with the Family Educational Rights to Privacy Act (FERPA), the Individuals with Disabilities Education Act (IDEA), state law, and district policy

SCHOOL COUNSELOR JOB COMPONENTS

CONSULTATION - the school counselor serves as a consultant in order to share professional expertise with the faculty, staff, administrators, parents, and other community members - within the confines of ethical and legal boundaries - for the benefit of students

COORDINATION AND REFERRAL - the school counselor serves as a coordinator to bring together people and resources in the school and the community for the fullest academic and personal development of students

COUNSELING - the school counselor provides individual and group counseling services for the purpose of assisting in the development of students' academic, career, and social/emotional lives

THE SCHOOL COUNSELING CURRICULUM - the school counselor teaches students important information and skills needed for healthy educational and personal development and resiliency

STUDENT INFORMATION MANAGEMENT - the school counselor and staff gather, evaluate, interpret, and disseminate information - within the confines of the laws of rights and privacy - to meet the needs of students, the school, and the community

ACADEMIC ADVISING - by providing appropriate information and counseling, the school counselor assists students to plan appropriate high school courses and extracurricular activities

COLLEGE/CAREER COUNSELING - the school counselor assists students to develop and implement post-secondary plans

PROFESSIONAL DEVELOPMENT - the school counselor is responsible for the establishment, maintenance, and expansion of the knowledge, skills, and competencies which lead to their personal and professional growth and development

PROGRAM MANAGEMENT - the school counselor and the guidance director develop the processes and procedures for planning, implementing, and evaluating a comprehensive program of guidance and counseling services

SUPERVISORY RESPONSIBILITIES: N/A

SUPERVISION RECEIVED: Reports to and evaluated by the Principal.

QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each school counselor job component satisfactorily.

EDUCATION AND EXPERIENCE: Master's Degree, or its equivalent, in School Guidance. Certified or be eligible for certification as a School Counselor in Vermont.

LANGUAGE SKILLS: Ability to read, analyze, and interpret general business periodicals, technical procedures, and governmental regulations. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from clients, customers, and the general public.

MATHEMATICAL SKILLS: Ability to analyze and interpret statistical information regarding a variety of student assessments, and to report these data in an understandable manner.

COMPUTER SKILLS AND EXPERIENCE: Good basic computer skills and experience with word processing programs required. Experience with Microsoft Office preferred. Knowledge and experience of a variety of adaptive equipment and software.

REASONING ABILITY/MENTAL REQUIREMENTS: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical, oral, written or diagram form and deal with several abstract and concrete variables.

COMMUNICATION & INTERPERSONAL SKILLS: Ability to communicate courteously, efficiently and effectively with a variety of individuals, including faculty, administrators, parents, and representatives of outside organizations. Ability to work cooperatively and effectively with peers, subordinates, supervisors, parents, and outside agencies. Ability to effectively resolve conflicts and handle stress.
