East Penn School District Salary Schedule 2026/2027

Step 1 - Bachelor Degree - $66,500

Step 1 - Master Degree - $70,000

Salary and benefits in accordance with terms of the East Penn Education Association collective bargaining agreement.

Please note that the East Penn School District considers years of service when determining the starting salary.

Position Summary: The Instructional Specialist serves as a teacher leader providing job-embedded and ongoing professional development in the areas of curriculum, instruction, and technology integration for teachers and staff. The Instructional Specialist is also responsible for the facilitation and management of the Multi-Tiered System of Support framework (MTSS), including the facilitation of the referral process for special education eligibility.

Qualifications

Education: Master's Degree

Certification: Pennsylvania Level II certification in the appropriate content area and Reading Specialist certification preferred

Experience

Minimum of 3 years of classroom teaching experience required

Knowledge / Skills / Abilities

Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition and grammar

Knowledge of principles and methods for delivering standards based curriculum & research based interventions.

Ability to plan a program of study that differentiates curriculum for individual learners or groups

Knowledge and ability to measure learning, review and evaluate testing scores and data including data analysis and tracking across grade levels

Ability to develop and maintain a safe classroom environment which maximizes the learning potential of each student

Knowledge of state standards

Ability to maintain students' records, progress reports, teacher observation checklists, lesson plans, and other documentation required by the employer or school law

Ability to effectively communicate with students, staff, parents, administrators, and community members

Ability to build and maintain working relationships with students, staff, parents, administrators, and community members

Ability to attend work regularly at assigned work hours subject to lawful leave rights and responsibilities

Ability to use laptop or desktop computer presentation and instructional software, current software/technology packages, and related equipment

Ability and knowledge to use technology as an instructional tool

Ability and knowledge to use technology to communicate with students, parents, staff, administrators, and community members

Essential Functions / Duties / Responsibilities:

Provide job-embedded professional development, guidance, and resources for teachers to improve their content knowledge and instructional practice

Deliver job-embedded instructional coaching by working directly in classrooms to model effective practices, co-plan and co-teach lessons, observe instruction, and provide ongoing, actionable feedback aligned to district initiatives and student data

Assist in the development and implementation of the district professional development program in the areas of curriculum, instructional practice, and instructional technology.

Provide support to principal in data analysis and building-based professional development decision making

Facilitate instructional technology integration that supports the work of the Office of Curriculum and Instruction

Coordinate and support Multi-Tiered System of Support framework (MTSS) at the building level including data analysis and management

Serve as a liaison between Academic Support and classroom teachers.

Coordinate, monitor, evaluate and revise the Action Plan for Tier 3 students

Coordinate team meetings with appropriate staff and parents to discuss progress of Tier 3 students.

Coordinate the screening/evaluation process for students for occupational and and/or physical therapy

Attend child study meetings for speech students and offer guidance for students who have Tier 2 and/or Tier 3 interventions

Coordinate information of students moving between buildings and other districts, as well as transition to / from the middle school

Facilitate referral process for special education eligibility in collaboration with assigned student services personnel

Ability to stand, bend, stoop, sit, lift, reach, communicate (vision, hearing, and speech), carry or convey sufficient weight to safely and effectively carry out functions, duties, and responsibilities

Ability to independently ambulate in and around school buildings and office areas

Ability to travel to and from assigned work locations without employer support
